Industrial Avenue, Jefferson, Louisiana

Lagniappe Environmental was retained in 1999 by the Industrial Avenue landowners to prepare a RECAP Assessment and a Voluntary Remediation Plan (VRP) for the 20-acre former creosote production facility. The subject site was located on Industrial Avenue in Jefferson, Louisiana. LE worked with Liskow & Lewis, the selected law firm, to organize the 27 individual landowners at the subject site. LE conducted the RECAP Investigation, installing over 40 boreholes and identified four Areas of Investigation (AOIs). LE then submitted the VRP, which called for excavation at one AOI and encapsulation by concrete for the other three AOIs.

LE prepared bid documents and selected Barriere Construction to complete the VRP. Lagniappe Environmental then provided construction oversight for the VRP, completing the $270,000 construction project on budget. Approximately 120 yards of contaminated soil were excavated and nearly 2 acres of concrete parking lots were constructed over the AOIs. After the VRP report was approved by the DEQ, the Certificate of Completion was issued by the DEQ. Entire total cost for the project was about $500,000.
