Randy Luwe

Mr. Randy Luwe was the Principal-in-Charge for overseeing a RECAP soil/groundwater investigation for two properties involved in the Phase IV Expansion of the Ernest N. Morial Convention Center in New Orleans, Louisiana.

With a previous employer, Mr. Luwe was the Principal-In-Charge for a RCRA RFI project with the Mobil OilRandy Luwe Refinery in Chalmette, LA. Mr. Luwe oversaw the development of the IM (Interim Measures) work plan, RFI work plan and DOCC (Document of Current Conditions) document and assisted the Project Manager in negotiations with EPA Region VI.

With a previous employer, Mr. Luwe was the Project Manager of the USACE CERCLA activities at nineteen (19) sites at Homestead ARB in Homestead, FL. The review agencies were the EPA Region IV, Florida DEP and Dade County. Mr. Luwe was involved in contract negotiations, scope development, and aiding the Project Engineer in the development of a resource loaded budget and schedule tracking system (using MS Project) for all field activities, report writing and QA/QC activities. He also acted as a QA/QC reviewer of all Remedial Investigation and Feasibility Study reports written for the site. Mr. Luwe oversaw all Risk Assessment activities at the base and reported directly to the USACE Project Manager in Omaha, NE.

With a previous employer, Mr. Luwe was the Principal-In-Charge for the Superfund Oversight and Risk Assessment review activities at the Gulf Coast Vacuum Superfund Site in Abbeville, LA. Mr. Luwe directed all activities that were conducted for the PRP group at the site and provided resources for the direct review of the EPA Subcontractor. He also provided input during the review of the EPA Subcontractor’s reports.
